District Legal Services Authority, Dakshin Dinajpur
The District Legal Services Authority (DLSA), Dakshin Dinajpur has been constituted under the provisions of the Legal Services Authorities Act, 1987 with the mandate to provide free and competent legal services to the eligible sections of society and to ensure that opportunities for securing justice are not denied to any citizen by reason of economic or other disabilities.
DLSA, Dakshin Dinajpur functions under the administrative control and supervision of the West Bengal State Legal Services Authority in accordance with the policies and directions of the National Legal Services Authority. The Authority operates from the District Court premises at Balurghat and extends its services throughout the territorial jurisdiction of Dakshin Dinajpur District.
Statutory Mandate and Functions
In discharge of its statutory responsibilities, the District Legal Services Authority undertakes the following functions:

Provision of Free Legal Aid:
Rendering legal advice, drafting of pleadings, representation through empanelled advocates, and bearing litigation expenses for eligible beneficiaries as per the Act and Rules framed thereunder. -
Organization of Lok Adalats:
Conducting National Lok Adalats, District Lok Adalats, and Special Lok Adalats for expeditious and amicable settlement of disputes, thereby reducing pendency of cases and promoting alternative dispute resolution mechanisms. -
Legal Awareness and Outreach:
Organizing legal literacy camps, awareness programmes, and sensitization initiatives in rural and urban areas, educational institutions, correctional homes, and community centers to promote legal awareness and access to justice. -
Implementation of Victim Compensation Schemes:
Processing and facilitating applications under the Victim Compensation Scheme as notified by the State Government. -
Legal Aid in Custody and Jail Visits:
Ensuring legal representation to persons in custody and conducting periodic visits to correctional homes to safeguard legal rights. -
Pre-Litigation and Post-Litigation Mediation:
Facilitating settlement of disputes through mediation and conciliation at both pre-litigation and post-litigation stages.
